Xinjiang's implementation of photovoltaic leader plans to enter the golden period of development

Promote the construction of a national large-scale solar power generation base, promote the development of distributed photovoltaics, promote the construction of demonstration projects of solar thermal power generation according to local conditions, and implement the photovoltaic poverty alleviation project... The above work shows that solar power generation in Xinjiang has entered a period of gold development.

Focus on creating "two bases and four clusters"

On December 5th, the reporter learned from the Autonomous Region Development and Reform Commission that the "13th Five-Year Plan for Solar Power Development in Xinjiang Uygur Autonomous Region" (hereinafter referred to as the "Planning") has clearly defined the "13th Five-Year Plan" solar power development in the autonomous region. The guiding ideology, basic principles, development goals, construction layout, key tasks, and safeguard measures are the important basis for the development of the autonomous region's solar power generation during the “13th Five-Year Plan” period.

The "Planning" pointed out that the development of solar power in the autonomous region will be based on the requirements of nationwide "three-base-one-aisle" deployment, combined with the demand of the Xinjiang Power Transmission Channel and intra-state electricity market, giving full play to advantages such as resources and location, and accelerating the development and utilization of solar energy resources. Promote the large-scale development of solar power generation, orderly develop distributed photovoltaic power generation, promote the diversified application of photovoltaic power generation, carry out the demonstration of solar thermal power generation industry, vigorously implement the photovoltaic poverty alleviation project, improve the economic efficiency of solar power generation, and effectively alleviate the problem of abandoned wind and light. We will focus on building "two bases and four clusters" and build a nationwide large-scale integrated solar energy application base and delivery base.

Implement Photovoltaic Runner Program

In vigorously promoting the construction of a national large-scale solar power generation base, it will rely on Xinjiang's 750-kilovolt power grid, UHV DC transmission channels, and other forms of energy use to accelerate the development of solar energy resources in southern Xinjiang, Hami, Turpan, Zhundong, and Bozhou. Use, focus on creating "two bases, four major clusters" and implement the photovoltaic leader plan.

Support the construction of distributed photovoltaic power plants in established and qualified industrial parks, economic development zones, large-scale public buildings and storage facilities roofs, coal mining subsidence areas, and demonstration projects for the integration of wind, water, and storage operations in Turpan and Altay. Promoting new energy microgrids, innovating various types of “photovoltaic+” integrated utilization business models in line with local conditions.

In accordance with the development principle of “demonstrate first, promote afterwards”, actively support solar thermal power generation with different technical routes, promote solar thermal power generation demonstration projects with good resource conditions such as Hami, conditions for acceptance, and ecological conditions permitting, and continuously increase solar energy through demonstration projects. Thermal power generation equipment technology and system design capabilities, improve system integration capabilities and industry supporting capabilities.

Build a Household PV Power System in 32 Poor Counties

Drive poverty alleviation through photovoltaic poverty alleviation, focus on establishing poverty-stricken villages in 32 poverty-stricken counties (cities) in the region, build household photovoltaic power generation systems or village-level photovoltaic poverty alleviation power stations, and establish village-level poverty alleviation power stations and post-operational supervision and management The system ensures the long-term reliable operation of the power station and the poor households obtain long-term stable income.

Strengthen the development of advanced solar energy technologies, vigorously promote the research of grid-connected technologies for new energy sources such as solar power generation, actively explore the application of solar thermal power generation technology routes and the complementary development model of multi-energy integration of wind, water, and fire, and accelerate the promotion of renewable energy such as solar power generation. The cost of power generation has fallen rapidly.

Supporting companies such as Goldwind Technology and TBEA to carry out key project cooperation with neighboring countries and neighboring countries, and vigorously promote the construction of the Jinan Solar PV project in Punjab, Pakistan. We will give full play to the advantages of large-scale solar power generation bases in the country, promote the development of equipment, advanced energy storage devices, smart grids, and user-end equipment, drive the export of solar power generation equipment and technology, and jointly develop solar cell special equipment and large trough solar heat collection systems.

In the first ten months, the rate of abandoned light dropped by 10.3% year-on-year

The "Planning" pointed out that solar energy is a renewable energy source and has the characteristics of wide distribution of resources, large development potential, small environmental impact, and sustainable use of cleanliness. It is an energy resource for the harmonious development of man and nature. Next, the Autonomous Region Development and Reform Commission will urge local governments and new energy companies to ensure that non-fossil energy accounts for 17% of primary energy consumption and 13% of non-water renewable energy consumption in accordance with their respective responsibilities and overall planning requirements. Development goals, promote energy conservation and emission reduction, and sustainable and healthy development of the solar energy industry, promote the transformation and upgrading of the energy industry.

It is understood that from January to October this year, the accumulative equipment utilization hours of new energy and renewable energy in the autonomous region both achieved a positive growth over the previous year, with 2.36 billion kilowatt-hours of abandoned photovoltaics, a 21.0% drop in the abandonment rate, and a 10.3 percentage point year-on-year decline in solar power generation equipment. The average utilization hours were 111.0 hours, an increase of 37.4 hours.

As of the end of October 2017, the power generation capacity of the Xinjiang power grid networked operation was 80.573 million kilowatts, of which solar power generation capacity was 9.076 million kilowatts, accounting for 11.3% of the total installed capacity.
