Li Meng: Domestic LED companies should "group" to deal with patent risks

Yesterday, Li Meng, deputy director of the Institute of Technical Trade Measures of Shenzhen Standard Technology Research Institute, told reporters in an interview with Shenzhen Business Daily that since the core patent technology of LED has been monopolized by European, American and Japanese manufacturers, many Chinese companies are overseas. Encountered patent litigation, and most of them ended with compensation for settlement. Li Meng stressed that 70% of the market of Shenzhen LED industry is overseas. In order to seek development in fierce competition, Shenzhen enterprises must hold high the banner of innovation, form an industry alliance, and organize groups to deal with patent risks and other technical barriers to trade.

Reporter: Please tell us about the specific situation of foreign technical measures for the LED industry.

Li Meng: The International Electrotechnical Commission (IEC) has issued a performance specification for self-ballasted LED lamps, which provides comprehensive requirements for the lumen, lifetime, color temperature, and color rendering of self-ballasted LED lamps; Hazard, the IEC also publishes guidelines for LED manufacturers that require manufacturers to meet certain UV limits and provide warnings to consumers for different levels of hazards. In addition, the IEC has made substantial progress in the development of safety requirements for self-ballasted LED lights. It is expected that the standard will be officially released in 2010.

In order to make LED lighting products a truly energy-saving green light source, the EU and the US are actively promoting the development of LED lighting energy efficiency requirements. The EU's mandatory performance requirements for non-directional LED lights were officially in effect in September 2009, and the minimum energy efficiency requirements for directional LED lamps will also be introduced in the near future.

The US Energy Star has proposed an energy efficiency specification for monolithic LED lamps, which strictly limits the luminous efficacy, luminous flux, light intensity, color temperature, reality, packaging, noise and other indicators of the integrated LED lamps. It is expected that from August 31, 2010 Effective from the date of implementation.

Reporter: Can a large number of LED products export indicate that the LED industry in China or Shenzhen has achieved considerable standards?

Li Meng: The LED industry is a high-tech industry supported by Shenzhen City. It is also a high-tech industry that started earlier in China. It has great advantages in terms of policy inclination, market demand and labor cost. However, in today’s increasingly sharp trade frictions between countries, Countries will inevitably introduce policies that are more conducive to the development of their own economies and protect their industries. China's semiconductor lighting companies want to stand out in the fierce competition, and they have a long way to go.

Reporter: Has the relevant departments of the city established some policies or guidance to help enterprises break the wall?

Li Meng: The Shenzhen Institute of Standards and Technology is working with the Shenzhen Entry-Exit Inspection and Quarantine Bureau to conduct a survey on the damage of technical barriers to LED products in Shenzhen. The survey will be conducted around 200 major export enterprises. At present, the design of the preliminary questionnaire has been completed, and the company has begun to guide enterprises to fill out the questionnaire. After two weeks, all questionnaires will be completed. They will conduct statistics and assessments on the survey data, and then guide the company to break the wall.
