1. Bidding Conditions
The Xuefu Road construction project in Dongchuan District has been approved by the Development and Reform Bureau of Kunming City, Dongchuan District. The project received approval through the "Request for Instructions" (Dong Fai [2016] No. 26) from the Dongchuan District Urban Road and Key Municipal Engineering Headquarters. The project is fully funded by the government, with 100% of the investment coming from public sources. The tendering authority is the Housing and Urban-Rural Planning and Construction Bureau of Dongchuan District. The project is now undergoing open bidding for the design, construction, and general contracting (EPC) of the hump junction to the Demogou section (Yanshan Road) power facilities relocation project, including the cable entry works.
2. Project Overview and Scope of Tender
2.1 Bid Division: This tender consists of a single bid section.
2.2 Construction Site: Located in Dongchuan District, Kunming City.
2.3 Construction Scale: Xuefu Road Nanyan Line is an essential part of the secondary trunk road network in Dongchuan District. The total length of the road is 2,595.502 meters, with a red line width of 30 meters. It includes two-way four lanes for motor vehicles, as well as sidewalks.
2.4 Scope of Bidding: The design portion involves completing the project design, construction drawings, and on-site guidance and supervision for the formal electricity connection. It also includes design services during the project’s defect liability period, with results verified by the power supply administration department. The construction part requires completion of all works according to the approved drawings and ensuring reliable power supply.
2.5 Duration: The project timeline is 90 calendar days.
3. Qualification Requirements for Bidders
3.1 Bidders must hold the following qualifications simultaneously: (1) Comprehensive engineering design qualification or a Class C (or higher) qualification in power industry design (power transmission and substation engineering); (2) General contracting qualification for power engineering at Class II (or higher), or professional contracting qualifications for power transmission and transformation projects at Class III (or higher); (3) A certificate for installation, repair, and testing of power equipment issued by SERC with a rating of Level 4 (or higher).
3.2 The bidder (construction unit) must have completed more than one (including one) power engineering project with a voltage level of 10kV or above (including 10kV) since 2014, with a total investment of over RMB 5 million. For the design unit, it must have undertaken one or more design projects with fees exceeding RMB 300,000 or projects with a voltage level of 10kV or above (including 10kV) valued at over RMB 5 million.
3.3 The project manager must hold a national-level registered construction engineer qualification (specializing in mechanical and electrical engineering) and a safety production assessment certificate that has passed annual review. The manager must have experience leading power projects with a value of over RMB 5 million at a voltage level of 10kV or above.
3.4 The design supervisor must hold an engineer title or higher in an electrical engineering-related field. Note: The design supervisor cannot be the same person as the project manager.
3.5 The bidder must have a sound financial status, with audited financial statements and audit reports for the past three years (2014–2016). Enterprises established after 2014 must provide documentation from the year they were founded.
3.6 The bidder must maintain a good credit history, not be under suspension, have no revoked qualifications, nor be involved in bankruptcy, asset seizure, or freezing. From 2014 onward, there should be no records of bid fraud, serious contract breaches, or major quality and safety incidents. Additionally, the bidder must not have had its bidding qualifications suspended in Yunnan Province or Kunming City due to poor performance.
3.7 Bidders must comply with the notice issued by Kunming Supervision and Administration Co., Ltd. [2014] No. 3 regarding the “Regulations on the Administration of Bribery Crime Files in Public Resource Trading Activities.†During the bidding process, bidders must submit the results of bribery crime file investigations conducted by procuratorial agencies within the last three years prior to the publication of this tender notice. Failure to provide such documents will disqualify the bidder.
3.8 For out-of-province construction companies operating in Yunnan, only relevant information about their qualifications on the “Yunnan Provincial Construction Market Supervision Information Network†needs to be submitted, along with enterprise certification documents for registration with the Provincial Housing and Urban-Rural Development Office. Similarly, out-of-province design firms must submit their information on the “Yunnan Survey and Design Consultation Industry Management Information Network,†along with a foreign enterprise registration certificate or business license.
3.9 Foreign enterprises based in Kunming must provide a commitment letter confirming legal entity qualification in the city, as required by the Kunming Political Office document (2010) No. 75.
3.10 This tender accepts bids from consortia, with the consortium leader being a company with valid construction qualifications.
3.11 The qualification review will be conducted before the tender is awarded.
4. Acquisition of Tender Documents
4.1 Any party interested in participating in the bid must register between December 13, 2017, at 11:12 AM and December 20, 2017, at 11:59 PM (Beijing Time).
