Dongchuan District Xuefu Road Road Engineering - Hump Junction to Demogou Section (Yanshan Road) Electric Power Facilities Relocation Project (Cable In Ground Project) EPC Tender Notice

1. Bidding Conditions

The bidding project for Xuefu Road in Dongchuan District has been approved by the Development and Reform Bureau of Dongchuan District, Kunming City. The project received approval through the "Request for Instructions" (Dong Fai [2016] No. 26) issued by the "Dongchuan District Urban Road and Key Municipal Engineering Headquarters." The project is fully funded by the government, with 100% of the investment coming from public sources. The bidder is the Housing and Urban-Rural Planning and Construction Bureau of Dongchuan District. The project meets all the necessary conditions for tendering and is currently undergoing an open bidding process for the design, construction, and general contracting (EPC) of the hump junction to the Demogou section (Yanshan Road) power facilities relocation project, including the cable entry works.

2. Project Overview and Scope of Tender

2.1 Bid Division: This tender consists of a single bid section.

2.2 Construction Site: Located in Dongchuan District, Kunming City.

2.3 Construction Scale: Xuefu Road's Nanyan Line is a key component of the secondary trunk road network in Dongchuan District. The total length of the road is 2,595.502 meters, with a red line width of 30 meters. It includes two-way four lanes for motor vehicles, as well as sidewalks.

2.4 Scope of Bidding: The design portion involves completing the project design, construction drawings, construction process, on-site guidance, and supervision for formal electricity use. It also includes design and follow-up services during the project’s defect liability period. The design results must be verified and recorded by the power supply administration department. The construction part requires completing the project according to approved construction drawings and ensuring power supply.

2.5 Duration: The project duration is 90 calendar days.

3. Qualification Requirements for Bidders

3.1 Bidders must hold the following qualifications simultaneously: (1) Comprehensive engineering design qualification or engineering design qualification in the power industry (power transmission and substation engineering) at grade C or higher; (2) General contracting qualification for power engineering at level III or higher, or professional contracting qualification for power transmission and transformation projects at class III or higher; (3) A certificate for power equipment installation (repair and testing) issued by SERC with a rating of grade 4 or higher.

3.2 The bidder (construction unit) must have undertaken at least one power engineering project with a total investment of over 5 million yuan (including 5 million yuan) since 2014, with a voltage level of 10KV or above. For the design unit, it must have undertaken at least one project with design fees exceeding 300,000 yuan or with a voltage level of 10KV or above and a total investment of over 5 million yuan.

3.3 Project Manager Qualifications: The proposed project manager must hold a national-level registered construction engineer qualification (specializing in mechanical and electrical engineering) and a safety production evaluation certificate from the construction company (with annual inspection passed). As of 2014, the project manager must have experience in power projects with a value of more than 5 million yuan at 10KV or higher.

3.4 Design Supervisor Qualifications: The person in charge of the design must hold an engineer title or higher in an electrical engineering-related field. Note: The design supervisor cannot be the same person as the project manager.

3.5 Financial Status: The bidder must have a sound financial condition. Audited financial statements and audit reports for the past three years (2014–2016) must be submitted. Enterprises established after 2014 should provide documents from the year of establishment.

3.6 Credit Requirements: The bidder must have a good credit record, not be under suspension, have no revoked qualifications, and not be bankrupt or facing legal issues. There should be no records of fraudulent bids, serious breaches of contract, or major quality and safety incidents since 2014. The bidder must not have had its bidding qualification suspended in Yunnan Province or Kunming City due to poor performance.

3.7 Bidders must strictly comply with the notice issued by Kunming Supervision and Administration Co., Ltd. [2014] No. 3 regarding the "Regulations on the Administration of Bribery Crime Files in Public Resource Trading Activities in Kunming." During the bidding period, bidders must submit the results of bribery crime file investigations conducted by the procuratorial agency within the last three years. Failure to provide this will result in disqualification.

3.8 For out-of-province construction companies operating in Yunnan, only relevant qualification information from the "Yunnan Provincial Construction Market Supervision Information Network" needs to be submitted, along with enterprise certificates for registration. For out-of-province design companies, they must submit information from the "Yunnan Survey and Design Consultation Industry Management Information Network" and attach a foreign enterprise registration certificate or business license.

3.9 Foreign enterprises based in Kunming must provide a commitment letter for establishing a legal entity in the city, as required by the Kunming Political Office document (2010) No. 75.

3.10 This tender accepts bids from consortia. The consortium leader must be a unit with construction qualifications.

3.11 The tender will proceed after the qualification review is completed.

4. Acquisition of Tender Documents

4.1 Any party interested in participating in the bidding must register from December 13, 2017, at 11:12 AM to December 20, 2017, at 11:59 PM (Beijing Time, same below).
