Kang Yi believes that the central government's effectiveness in implementing macro-control of the electrolytic aluminum industry is mainly reflected in these aspects:
First, the investment in electrolytic aluminum in 2004 has changed from a sharp increase in previous years to a decrease of 4.234 billion yuan, a drop of nearly 20%. According to incomplete statistics, the country has suspended the construction of 1.47 million tons of electrolytic aluminum capacity and 900,000 tons of slow-building capacity. Second, the work of eliminating backward electrolytic aluminum production capacity has accelerated. Last year, the backward production capacity of the self-baking process was eliminated by 720,000 tons, so that there were only 320,000 tons of self-baking capacity in the country's more than 9 million tons of electrolytic aluminum capacity, accounting for only 3.5% of the country's total capacity. It is possible to basically complete the goal of eliminating backward production capacity one year ahead of schedule. Third, the pace of industrial restructuring has accelerated. Last year, while 33 electrolytic aluminum enterprises were discontinued, a number of enterprises realized mergers and acquisitions. Chinalco Holdings Lanzhou Aluminum Company and Fujian Ruiqi Aluminum Sheet Co., Ltd. reorganized Hubei Daye Nonferrous Metals Co., Ltd. and Shaanxi Nonferrous Metals. Group; Tianjin Zhongmai Group acquired Huanghe Aluminum and Electric Group Co., Ltd.; Mercury Aluminum Group and Linzhou Aluminum Industry merged to further enhance the competitiveness of advantageous enterprises.
